Executive Summary

The Oglesby Independent School District Plan for Technology provides a framework for all aspects of the district’s technology use over the next two years. The goals and objectives, as well as the mission and vision for technology follow the district’s overall vision, the standards set forth by the Texas Education Agency in the Texas STaR chart, and the No Child Left Behind Act. Because technology is changing at such a quick pace, this document provides a framework that can and will change as needed.

The goal of the Oglesby ISD technology plan is to provide administrators, teachers, and students with a “living document” outlining how technology will be used in the district. Four areas are identified in the documents as areas to address. These are taken directly from the Texas STaR chart. They are:
• Teaching and Learning
• Educator Preparation and Development
• Administration and Support Services
• Infrastructure for Technology

This plan was formulated by the technology committee. The technology committee consists of administrators, a technology consultant, and teachers. This is a living document and will continue to be expanded and modified as deemed necessary by the technology committee.

Purpose

Oglesby ISD has prepared this Long-Range Technology Plan to articulate a common vision for technology in the district and identify the strategies that will help us use advanced technology to improve the academic achievement, including technology literacy, of all students of rigorous curriculum standards and the development of critical thinking skills that are essential for academic and workplace success and build the capacity of all teachers to integrate technology effectively into curriculum and instruction.

Background

This plan is based on information drawn from many sources including:
• A review of the literature to identify best practices
• A survey of school site hardware and instructional media.
• A survey of teachers.
• A survey of administrators
• School site meetings
• Other district technology plans
• Experience from other school districts.

Parameters

This Long-Range Technology Plan is driven by the state curriculum standards and supports the educational mission and instructional goals of Oglesby ISD and by the No Child Left Behind Act of 2001. Specific attention is given to addressing student standards for technology as defined by the Technology Applications Texas Essential Knowledge and Skills (TEKS), required in the Texas Education Code, Section 28.002. The Technology Applications TEKS found in 19 TAC Chapter 126 describe what students should know and be able to do using technology. As a part of the enrichment curriculum, these TEKS are to be used as guidelines for providing instruction. The goal of the Technology Applications TEKS is for students to gain technology-based knowledge and skills and to apply them to all curriculum areas at all grade levels.
The plan stresses the importance of ongoing and sustained staff development in the integration of technology into the curriculum for teachers, principals, administrators, and school library media personnel to further the effective use of technology in the classroom or library media center. It also is consistent with the recommendations for LEAs as defined by the Texas Long-Range Plan for Technology in the areas of Teaching and Learning, Educator Preparation and Development, Administration and Support Services, and Infrastructure for Technology, as well as the e-rate applications guidelines, and other state standards, such as the newly adopted Technology Applications Standards for Beginning Teachers.

Needs Assessment

Assessment Process:
A comprehensive needs assessment utilizing teacher/student surveys, interviews, inventories and the Texas Campus STaR Chart was conducted to analyze the current status of technology in the district and determine future needs. Items analyzed included: infrastructure, hardware, software, programs, courses, student achievement, technology resources, staff development, and technical support.

Oglesby ISD’s planners determined the district’s needs externally and objectively using the School Technology and Readiness (StaR) Chart recommendations and internally and specifically by teachers’ and administrators’ responses to survey instruments designed for this purpose. Unsurprisingly, the needs suggested by StaR recommendations and input from district staff are similar. The StaR recommendations and teacher and administrator input identified Oglesby ISD’s technology needs that are the source of the goals expressed below.

Existing Conditions:
The following technology is currently in place:
• Direct connection to the Internet via T1 leased line to company.
• District web servers in place providing district information and student work.
• Written policies in place on acceptable use of the Internet, World Wide Web content, network management, and equipment donations.
• Distance learning lab available for students, staff, and community members.
• T-STAR satellite receiver used for district training and information.
• Two file Servers and one web servers
• Networked online card catalog, Internet access, Texas Library Connection, and automated checkout in the library.
• Web server maintained by the students with high school information and projects.
• Mobile lab housing 15 wireless laptops
• Wireless access points in high school providing a wireless Internet and LAN connection to the entire high school

Telecommunications Services

Currently, all students and staff members in the school district have access to the Internet, through a direct connection (as cited above in the Statement of Existing Conditions). A LAN is in place for the entire district. The high school also provides wireless access.
Long distance, local and cellular service is available on both campuses. All of these services are currently being discounted through E-Rate funds.

Technology Needs:
Teaching and Learning

Oglesby ISD needs to take full advantage of technology’s potential as a supplement to other classroom activities to expand and enhance teacher’s abilities to effectively teach TEKS. This need includes integrating technology in all subject areas as well as specialized efforts to teach technology-related TEKS. Also included is improving the use of technology in an administrative capacity to track student progress and success.
While some were enthusiastic and others resigned, many teacher and administrator survey responses emphasized that computers and technology are important to the future of education. They recognized the need for educators to become proficient with technology to use new materials provided with textbooks to engage students in the learning process. They also realized the importance of teaching their students technology-related skills to prepare them for their further education and careers.

Educator Preparation and Development

With more computers and other technological equipment comes a need to make sure educators can effectively maximize the benefits of technological tools. In addition to more technology-related equipment, Oglesby ISD has a need for staff training on the most effective use of technology. Many survey respondents indicated that integrating technology into the curriculum, distance learning, and video production were training areas they would find useful. While technology is available and Oglesby ISD staff recognize its importance, many teachers feel they could benefit from additional training and this is a clear need for the district.

Infrastructure for Technology

Oglesby ISD needs reliable and efficient network infrastructure to efficiently manage its technology use. Students and staff need quick and stable access to shared network resources as well as appropriate external educational resources available via the Internet. Network access must be quick, reliable, secure, and consistent both within and among district campuses. This need includes the acquisition of higher bandwidth that could provide distance-learning opportunities tenable through videoconferencing and related applications. Survey responses also expressed a need for technical support to ensure that computers, software, and equipment are reliably ready for instruction.

GOAL 5: Access of computers by students will increase for the 2005-06 school year. New computers will be added to the library for student access during the school day. Teachers and aides will aide students by allowing access to the Library technology center.
OBJECTIVE 5.1:   Students will further knowledge and comprehension of secondary studies by accessing the technology center in the library. Students will have unlimited access of the library technology center during the school day in order to further knowledge and skills in their secondary studies.

Evaluation

Evaluation Process:
Evaluation of the Technology Plan will be a systematic ongoing process. All aspects of the Plan will be evaluated formally two times each year:
September 2004, 2005, 2006
March 2005, 2006, 2007


The Technology Plan Committee will be responsible for the ongoing evaluation of this plan. The intention of the evaluation will be to make decisions on the impact that technology has on the learning process for all students. A report will be given to the Superintendent after each formal evaluation occurs.

Evaluation Method:
Oglesby ISD’s STaR Chart results for each campus will be used to help Oglesby ISD assess its progress toward meeting the goals of the Long Range Plan for Technology.

Other methods used for evaluation will include:
• Surveys of the staff conducted twice yearly in regards to their use of technology in the classroom
• Informal interviews conducted once a semester by the campus Technology Plan Committee representative
• Records of staff member participation in technology training monitored by sign-in sheets and teacher professional development records.
• Integration of training into the classroom as measured by lesson plans and number and type of technology and distance learning projects.
• Monitoring and documentation of community access to technology resources and information on the campuses and on the web site.
• Monitoring and documentation of community involvement
• Yearly inventory of hardware and software
• Support and maintenance of technology as documented by technical support records
